Wigan and Leigh Housing was set up in 2002 with 3 Boards. The Wigan and Leigh Housing Board, the Wigan Homes Board and the Leigh Homes Board.

The Wigan and Leigh Housing Board consisted of twelve members, the company directors. It set the strategic direction of the Company and was accountable to Wigan Council for the overall performance of the organisation.

The two Area Boards, the Wigan Homes Board covering the west of the borough and the Leigh Homes Board covering the east focused on operational management issues.

The Wigan and Leigh Housing Board reviewed its governance arrangements and subsequently disbanded the Wigan Homes Board and the Leigh Homes Board in December 2006.
